Who builds the impact stack?
Over this series we've explored what impact stacks are, and what government, private capital and philanthropy each bring to them. Those pieces were about the what. This one is about the who, and it's the element we know best at Sefa, because it's ours.
Impact stacks don't assemble themselves. Someone has to do the patient, often invisible work of bringing the layers together. Globally, that someone is a specialised intermediary sitting between the demand and supply sides of impact capital. But not all intermediaries do the same job. In the Australian ecosystem, Sefa plays a set of roles for impact-led organisations, investors and the market itself that are particular to our structure, expertise and experience.
What we do in every deal
We're the translator. Government, financiers, foundation staff, not-for-profit and community leaders each work in spaces with their own norms, jargon and ways of valuing a decision. What meets across the table isn't just different languages, but different worldviews, and bridging them is most of the job. We sit with each side, learning what they need, what they fear and what constrains them, then introduce them properly, so they can find the ground where their objectives overlap and work out what to build there.
We're the architect. Designing and building an impact stack takes experience and expertise. Every layer needs the right structure, terms and conditions to be flexible enough for the organisation while remaining impactful, sustainable and workable for all parties. We borrow the word 'architect' deliberately, for the patience, rigour, technical skill and imagination the work demands. We've done this for 15 years as a lender with our own capital at risk.
We're the coordinator. Philanthropy, government and impact-led organisations move at different speeds and answer to different accountabilities. A stack only works when its layers arrive in the order they were designed for, so they complement each other rather than compete. Someone has to hold that timeline and the trust across parties working to different horizons.
What those deals build over time
Do those three things once and you've done a deal. Do them again and again, over 15 years, and something else accumulates. Relationships become a network. Structures become templates. What we learn on one deal makes the next one possible. The intermediary function starts to work like infrastructure, and two further roles emerge from it.
We're the aggregators. Many impact investors, family offices and high-net-worth individuals in particular, want to back this work but have no way to originate deals. Because we lend our own capital, not just introduce other people's, we can invite them to invest through us or alongside us, in structures we've already built and tested. Every pool we bring together is proof that capital can reach impact-led organisations.
We're the market builders. Alongside others, we help make the market deeper. We share what we learn, work to shift what capital suppliers will offer, and build the readiness of the organisations that need capital. Deal by deal, the incremental becomes systemic: investors learn to price this kind of risk differently, and capital that used to sit on the sidelines starts to appreciate social investment and move closer to it. This isn't transformation in a single leap. It's a market being built, and we contribute to it, one stack at a time.
